What is on your desk
The 13-plus programming cliff
After-school is 5 to 11. Leagues are youth or adult. The 13 to 17 segment has nothing structured and does not complain; it disappears from attendance.
Council defensibility
"Sword sport for teens" is a headline unless the character framework, safety profile and credentials are bulletproof on the first slide. They are, below.
Program-fill anxiety
Empty sessions mean budget cuts. The enrollment curve here is documented and the first-time-program risk is carried by the instructor.
Staff scarcity
Hiring certified staff takes a year. Here the certified instructor is the program.

The walkthrough: how the arrangement runs on a partner's floor.
The council brief: five questions, five answers
The briefing you walk in with.
| Has this been done in another municipal system? | Yes. Virginia Beach Parks and Recreation from 2015 at the founding academy; Norfolk Parks and Recreation now. Both are public-sector references your staff can call. |
|---|---|
| What is the liability exposure to the city? | The certified instructor carries full program insurance and is the contracting party. The city's exposure mirrors any third-party recreation program. Foam-core equipment, electronic scoring, a safety protocol before every session. |
| Why this and not another teen initiative? | Attendance falls off at 13 because team sports stop reaching the un-recruited teen. Structured discipline through individual rank progression reaches the kid not making varsity and not joining a club. Two municipal references confirm the curve. |
| What does the character framework consist of? | The Code of S.A.B.E.R.: Security, Aptitude, Bravery, Ethics, Resolve, embedded in the rank progression at every sash level. Documentation available for council review. |
| What is the budget exposure and renewal cycle? | None to the city budget. Gym time on a recurring weekly cadence plus the cost-recovery structure your department already runs for contracted programming. The facility receives a share of registrations. No annual renewal cost. |
How the arrangement works
What I carry
- The Light Sword Training Academy curriculum: nine forms, the sash progression, the Code of S.A.B.E.R.
- All equipment, in and out of the building each session. Nothing stored unless you offer a corner.
- Certified instruction. Your staff never teaches.
- Program insurance. Your existing coverage treats the session like any other activity in your building.
- The sponsor packet that makes participants free, and the outreach to local businesses.
- A one-page monthly report: attendance, milestones, sponsor dollars, photographs with consent.
What you carry
- One protected weekly slot for one season or semester.
- A floor about 24 by 24 feet for a class; about 30 by 40 feet for a league night.
- One champion inside your organization with about 30 minutes a week.
- The announcement to your community.
What your organization receives
The facility receives a share of program registrations on its floor (20 percent is the standard opening), fitted into the cost-recovery mechanism your department already uses for third-party programming. Local sponsors can fund seats for families your department identifies, so free access becomes a public benefit you can point to.
Every revenue figure above is a documented result from LSTA's founding operations or a labelled illustration, never a projection or a guarantee. Results vary with market, fill and execution.
Is this the right fit?
It fits if
A director who has watched the 13 to 17 number shrink for several budget cycles and has council capital to spend on the right idea. Three sessions to fill, not three weeks.
It does not fit if
A district in pure cost-cutting mode on teen programming; a council that requires novelty over track record; a priority for generic family programming rather than structured discipline for adolescents.
The questions you will ask
How much space?
A standard gymnasium. About 24 by 24 feet for a class; 30 by 40 feet for a league night. Nothing permanent, no floor markings.
Who supervises?
The certified, background-checked instructor. Your staff never teaches.
What does the department actually do?
Protect one weekly slot, name a champion, post the offering, and take the monthly report to council when it helps.

In 2015 the founding academy opened in Virginia Beach. In 2016 the franchise that gave the sport its international structure failed the people inside it. In 2017 the four masters above rebuilt LSTA as a federation, engineered against every failure they had survived. That history is why the terms on this page favor your organization.
The next step
A 30-minute conversation, then a free two-hour demo class on your floor with a sign-up sheet at the door. If nobody signs, we shake hands and I go. There is no cost to you at any step.
